Abstract:
The papers document the passage of Measure E by the citizens of Berkeley, California, in 1998. This measure authorized a special
tax to fund emergency services for severely physically disabled people. The city awarded the contract to Easy Does It Emergency
Services, and Miya Rodolfo-Sioson served on the board of directors.

Miya Rodolfo-Sioson was born in Manila, Philippines, on January 2, 1968. Her family immigrated to Ames, Iowa that same year.
She attended the University of Iowa, graduating in December 1991. In November 1991, she was one of six people shot by Gang
Lu, a deranged graduate student. Rodolfo-Sioson was paralyzed from the neck down. She moved to Berkeley, California, in 1996,
where she became a disability rights advocate, serving as a member of the city's Commission on Disability from 1998-2006.
She died of cancer on December 3, 2008. A documentary about her life, "Miya of the Quiet Strength," was released in 2009.
