Charles Seim was born on May 23, 1925. He attended Los Angeles City College, the University of California, Berkeley, and
the University of California, Los Angeles, graduating in 1952 with a B.S. degree in engineering. Seim had a long career with
the California Public Works Department, Division of San Francisco Bay Toll Crossings, supervising the design, construction,
and maintenance of each of the division's bridges. After retiring from the State of California Seim worked for T.Y. Lin International,
and had his own business as a bridge engineering consultant.
