William E. Spangle graduated from the University of California Berkeley with a degree in city planning in 1938. He worked
as a city and regional planner in the San Francisco Bay Area as the principal of William Spangle and Associates. In the 1960's,
he worked on the California State Development Plan Program. In the 1980's he was a San Mateo County delegate to the Bay Area
Greenbelt Congress.
